Subject: Federal Register Proposed Rule - Importation of Solid Wood Packing Material
Importance: High     Expiration Date: June 20, 2003

ATTENTION:   The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service has proposed an amendment to 7 CFR Part 319 for the importation of solid Wood Packing Material. For your convenience, we have provided a link to the proposed rule to give all interested persons an opportunity to participate in the final rule making prior to the adoption of the final rule. If Department of Defense members have comments, please forward them to either OADUSD or NAVICP. All other parties, please submit comments to: regulations@aphis.usda.gov.   NOTE: Your comment must be contained in the body of your message; do not send attached files. Highlighted MIL-DTL-81997C (Dated 10 Oct 2002) Changes
Importance: High     Expiration Date: NONE

The preparing activity (NAVAIR) and DCMA inspectors have requested we disseminate this information 'out to the field' to include Government contractors and bag/pouch manufacturers to alert them of this latest change for ESD protection. Please note that MIL-DTL-81997C (POUCHES, CUSHIONED, FLEXIBLE, ELECTROSTATIC-PROTECTIVE, TRANSPARENT) is different than the previous revision. Key changes include, but are not limited to, the following:
  • Type I - provides electrostatic shielding protection and is now composed of MIL-PRF-81705 Type III barrier material and PPP-C-795, Class 2 cushioning material. MIL-P-81997B (the previous version) used MIL-B-81705C, Type II barrier material with PPP-C-1842 type III, styles A or B.
  • Type II - provides static dissipative protection and is now solely composed of PPP-C-795, Class 2 (thin thickness) cushioning material. MIL-P-81997B (the previous version) used PPP-C-1842 type III, styles A or B.

Subject: DLA Land and Maritime Palletization Sheet DC1636P001 Revised
Importance: High     Expiration Date: 4 May 03

DLA Land ande Maritime Packaging Team has revised the subject palletization sheet to reflect the latest Non Manufactured Wood Packaging Material (NMWPM) requirements in accordance with American Lumber Standard Committee, Non-Manufactured Wood Packing Policy and the Non-manufactured Wood Packing Enforcement Regulations. The revised DLA Land and Maritime palletization document, DC1636P001, Revision E, Dated 03029 is available at the DLA Packaging Documents and NMWPM Notice web pages. The former web address for the pdf will provide users with the most current document. All previous DLA Land and Maritime palletization sheets are obsolete.



Subject: Solid Wood Packing Materials
Importance: High     Expiration Date: NONE

Industry Alert: As of September 10, 2002 please be advised that Solid Wood Packing Regulations for US SWPM to Peoples Republic of China have NOT changed. There is no new requirement nor authorization at this time for the fumigation of either softwood or hardwood packing materials destined to China.
